In Victorian symbolism horseshoes represent luck and protection, they became very popular around 1880. The tradition was that they should be work facing upward or the good luck would pour out.
Arrows were associated with Cupid, the mischievous god of love. He was said to have shot golden arrows, which triggered passionate love in the person it hit. He was also said to have shot lead tipped arrows, which caused indifference.
This arrow was clearly intended to inspire love and luck in the wearer.
